To create a Judicial Forum for entertaining complaints of violations of any rightof the citizens / voters and for its prompt determination and providing the necessary relief. Such Forum has to be created for each constituency which must be empowered to declare an election void and to direct fresh election.
In conclusion, I would beg of Your Excellency to kindly realise that I am not fighting for a particular Political Party for gain of my Party which I lead, but for the protection of the rights of the citizens / voters and also to make the State realise its responsibilities and duties towards the citizens / voters and impartially bear the same. I am finding myself helpless in the present situation, where the democratic and political system of our country is not in a position to guarantee the Constitutional provisions as embodied in our Constitution prepared by Dr. B. R. Ambedkar.
Your Excellency, I have been in politics since my childhood, but the ongoing happenings in my own state hangs my head down in shame, that I belong to the State, which has produced to the Nation and World - Swami Vivekanda, Kabiguru Rabindranath Tagore, Raja Rammohan Roy, Iswar Chandra Vidyasagar, Netaji Subhash Chandra Bose, Kazi Nazrul Islam and Acharya Jagadish Chandra Bose was born. The heritage and culture of our State towards women is always of a high standard, where we always consider women as mother and sister but the series of reported cases of mass rape in every hour in the State has tarnished the cultural image of our State as well as our country. To my mind, the time has come to think seriously for the justification and reasonability to continue my public life unless the situation improves and the common men of my State gets justice from the democratic system. I am committed to the cause of the common man and shall not hesitate to take leave from public life without providing natural justice to them.
Considering this dangerous situation as narrated above, may I, on behalf of my Party, plead with Your Excellency and the Government of India to take appropriate measures so that the Election processes are not blatantly misused and anti-constitutional malpractices so far adopted by the CPI(M) ruled State Government in West Bengal could be stopped and the Constitutional Rights of the citizens of West Bengal are protected. I would like to invite your kind attention to the news item as it appeared in the various newspapers (copy of which is enclosed) regarding the Report submitted by the Special Observer for West Bengal, Afzal Amanullah, after the 2004 Lok Sabha Election.
The report pointed out that the entire exercise for the 14th Lok Sabha Election in West Bengal was “a farce” and the ruling CPI(M)’s belligerent behaviour and the obstacles put up by key figures in the State Administration came in the way of creating a level playing field for holding a free and fair poll in the State. Thus it is evident that the CPI(M) led Left Front Government in West Bengal have become masters in the ‘Art of Rigging elections’, indulging in State sponsored terrorism, choking the voice of the people, making a mockery of the democratic process and shamelessly snatching the electoral rights of the citizens.
We shall be obliged if you kindly intervene, so that the Report submitted by Afzal Amanullah be made in public.
